Can this be done without taking systems offline?
Often, in stages. Migrating a live room takes longer and costs more than building an empty one, and we say which you are dealing with before quoting rather than after.
Why does cable management matter this much?
Because it decides how long every future change takes, and whether airflow works as designed. It is the cheapest thing to do properly at build time and the most expensive to retrofit.
